Business First has an article out today that looks at Department of Education data regarding the spending per pupil for the 98 school districts across WNY.
Which districts are the most frugal?

Lancaster spent the least at $12,894 per pupil in 2011. Frontier, which spent $13,606 per student, was second.
Who came in third? Royalton-Hartland....$13,995 per student.
