"Each district is assessed in three areas: spending per pupil, ratio of pupils per administrative staffer, and share of budget devoted to debt service. (All statistics are the latest official figures available from the New York State Education Department.) The best scores go to districts with low spending, high pupil-staffer ratios and small amounts of debt service.”
