RESOLUTION OF THE ROYALTON-HARTLAND CENTRAL
SCHOOL DISTRICT, NIAGARA COUNTY, NEW YORK CALLING
FOR AN ANNUAL SCHOOL DISTRICT MEETING TO
AUTHORIZE THE EXPENDITURE OF MONEYS FOR SCHOOL
PURPOSES AND THE LEVY OF A TAX THEREFORE
RESOLVED, by the Board of Education of the Royalton-Hartland Central School District, in the County of Niagara, New York as follows:
An Annual District Meeting of the qualified voters of the Royalton-Hartland Central School District, in the County of Niagara, New York (the "District"), shall be held within the District, on Tuesday, May 19, 2009, at 12:00 o'clock noon, Prevailing Time at the High School Building, Middleport, New York, in said District as provided in the notice calling said Annual District Meeting hereinafter prescribed. The voting at such Annual District Meeting shall be by voting machine, as provided by Education Law, and the polls shall remain open from 12:00 o'clock noon to 9:00 o'clock p.m., Prevailing Time on said day and as much longer as may be necessary to enable the voters, then present, to cast their votes. The business to be acted upon at said Annual District Meeting shall be as stated in the Notice thereof.
The Annual Public Hearing will be held at the High School Auditorium, 54 State Street, Middleport, New York on Monday, May 11, 2009 at 7:00 p.m. The purpose of the meeting will be for discussion of the expenditure of funds and budgeting thereof of the Royalton-Hartland Central School District’s fiscal year beginning July 1, 2009. District residents may obtain a copy of the proposed budget at any district school office, during regular office hours, during the fourteen (14) days preceding the date of the annual meeting.
There shall be voting for the election of two (2) members of the Board of Education for a three (3) year term each. Pursuant to Section §2018 of Education Law, each candidate for the office of member of the Board of Education shall be nominated by presentation of a petition directed to the School District Clerk and shall be signed by at least 25 residents who are qualified voters of the District, stating their name and place of residence. Petitions may be picked up in the District Office during regular business hours and will be received until 5 p.m. Monday, April 20, 2009.
The budget for the School Year 2009-2010 will be presented as Proposition No. 1 at the meeting held as specified above.
The following Proposition will be submitted for voter approval as Proposition No. 2:
Shall the Board of Education of the Royalton-Hartland Central School District, Niagara County, New York, establish a reserve fund (to be known as the Capital Reserve Fund) in an ultimate amount not exceeding $1,000,000.00 with a probable term of ten (10) years, for the purpose of improvements to the School District facilities, including original furnishings, equipment, machinery or apparatus incidental thereto; and/or the purchase of furnishings, equipment, machinery or apparatus separately, and the implementation of computer technology programs, and the acquisition of land separately for School District purposes; and the source of the funds for such Reserve Fund shall be unappropriated surplus fund balances.
Such Proposition No. 1, Proposition No. 2 and the vote upon the Board Member seats shall appear on the ballot labels to be inserted in the voting machines used for voting at said Annual District Meeting, in form corresponding as nearly as may be with the requirements of the Education Law.
Applications for absentee ballots may be applied for at the District Clerk’s office, 54 State Street, Middleport, New York. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk at least seven (7) days before the day of the vote. If the ballot is to be issued to the voter in person, the completed application must be received by the District Clerk at least one day before the day of the vote. No absentee ballot shall be canvassed unless it has been received in the District Clerk’s office no later than 5:00 o'clock p.m., Prevailing Time, on the day of the election. A list of persons to whom absentee ballots have been issued will be available for inspection in the District Clerk’s office during regular office hours until the day of the election.
A person shall be entitled to vote at said Annual District Meeting only if such person is a qualified voter and is:
• A citizen of the United States
• At least eighteen (18) years of age
• A resident within the District for a period of thirty (30)
days next preceding the day of said Annual District
Meeting.
• Qualified to vote at an election in accordance with
Section 5-106 of the Election Law.
This resolution shall take effect immediately.
