Lockport solar moratorium is a confusing issue

 

In the article in today's Lockport paper (https://www.lockportjournal.com/news/local_news/solar-company-wants-to-be-excluded-from-potential-moratorium/article_c1732ebe-ea6a-5eb1-be56-6cf2696f810e.html), the solar developer looking at Slayton Settlement Road expresses frustration with the solar moratorium, given the town code Lockport officials adopted at a June 2016 town meeting. Here is the resolution and minutes from that meeting. This has created questions for those on either side of this issue, among them:

Those for the project: Why is it being put on hold if solar was acceptable for the past 5 years?

Those against the project: Why/how was this adopted as code in the first place?
